City Council: Superstores, Reusable Bags, Open Council Seat

South San Francisco City Council meets tonight at 33 Arroyo Drive at 7 p.m. Here's a preview of the agenda.

At the regular meeting Wednesday evening, will hear a presentation on a recent study on potential impacts a superstore grocery seller would have on the South San Francisco economy.

According to a staff report, studies found that if a new superstore opened in South City, sales could decrease 5 to 9 percent at other grocery sellers. Those sales would be diverted to the superstore, "given its discount pricing, wide array of offerings and services, and its ability to attract shoppers for one-stop shopping," the report states.

"Ethnic-oriented grocery stores," like Pacific Supermarket, Panaderia Hernandez and Rancho Market, the report says, could be negatively affected by a superstore, but also have a competitive edge because of specialty foods.

Staff provide two options to avoid the negative economic impact of a superstore: amending zoning code to restrict the number of superstores allowed in South City or to prohibit grocery sellers east of Route 101.

The study was originally commissioned because the council had been informed that Walmart had expressed interest in a property in South City, east of Route 101.

  • Also at Wednesday's meeting, Council is recommended to approve a contract for a project that would add an extra exit lane to the Route 101 northbound Grand Ave. off-ramp and also add to the Oyster Point Blvd. northbound off-ramp an additional right turn from Dubuque Ave. onto eastbound Oyster Point Blvd.
  • Council will look at a resolution to ban non-reusable bags in retail establishments in South San Francisco. If adopted, the ban would be implemented in April 2013.
  • Council will look at a recommendation for a permit to demolish an office building at Roebling Rd. and East Grand Ave. and build two new 52,758 square foot Britannica Modular Labs research and development offices at the site.
  • Councilmembers will discuss options for filling the seat that member Kevin Mullin is scheduled to vacate when he assumes office in the State Assembly on Dec. 3.
